Provide smooth transitions from one learning stage to another
(based on comments 22, 23, 24, 25, 26, 29)

We can track this by looking at proportions of students transitioning from Adult Ed and ESL courses to college-level coursework; students transitioning from developmental English and math to college-level courses in those subjects; transfer of our students to four-year schools and their success there.
    A lot of this is available in the Benchmarking Project (see link to right).
